Job Description

Job Summary "Focused on Quality: Committed to Excellence." Job Title: DIRECTOR OF SPECIAL EDUCATION Supervised by/Reports to: Executive Director of Curriculum & Instruction FLSA Status: Exempt Job Goals:

  1. To plan, monitor, implement and evaluate the school system's Special Education program.
  2. To establish and implement programs and services for Special Education students.
Qualifications:
  1. Master's degree in special education from an accredited institution.
  2. Valid Alabama certificate in Educational Leadership, administration, and/or supervision.
  3. Minimum of five (5) years successful classroom experience.
  4. Minimum of two (2) years successful administrator experience (school or district level).
  5. Possess and maintain a valid driver's license.
  6. Knowledge of special education law and procedures.
  7. Proficiency in oral and written communication skills.
  8. Effective interpersonal skills, with an emphasis on communication and collaboration with a wide variety of people and groups.
  9. Ability to supervise and evaluate designated personnel, manage budgets, and develop curriculum and programming specific to the needs of students with disabilities.
  10. Ability to plan and provide relevant professional development to administrators and staff regarding special education issues.
  11. Ability to use technology to communicate, to manage data, and to produce/submit required reports, correspondence, and/or financial information.
  12. Physical strength, stamina, agility and acuity to perform job responsibilities and essential functions.
  13. Ability to be punctual and in regular attendance.
  14. Such alternatives to the above qualifications as the Board may require.
Performance Responsibilities and Essential Functions:
  1. Demonstrates support for the school system and its vision, goals and priorities.
  2. Provides leadership in developing and promoting the mission and vision of the exceptional education services department.
  3. Develop programs and practices that encourage continuity of exceptional education programs between grades and schools.
  4. Directs special education PreK-12 curriculum and selects resources for the program.
  5. Disseminates information about the latest laws, research, and trends in special education to teachers, principals, other stakeholders, and colleagues.
  6. Directs the development and implementation of the annual system exceptional education plan in accordance with federal, state, and board policies and regulations.
  7. Leads school and system personnel in establishing special education accountability targets.
  8. Reviews federal and state regulations and other information applicable to the program area(s).
  9. Collaborates with school administrators, regular education department leadership (Career Tech Education (CTE), curriculum and instruction, English as a Second Language (ESL), fine arts, athletics, transportation, Child Nutrition (CNP), etc.) exceptional education exceptional education staff, and other appropriate agencies to facilitate inclusion and participation for students with disabilities in the instructional programs and extracurricular activities of the school in accordance with applicable law.
  10. Evaluates program needs using pertinent information such as program statistics or other data and input from program staff and others.
  11. Directs the preparation and dissemination of reports, presentations, memoranda, guidelines or other documents that communicate information clearly and adequately.
  12. Serves as the system representative at state, federal or regional meetings involving exceptional education issues, plans, and/or initiatives, as needed.
  13. Provides appropriate advice on application and interpretation of exceptional education laws, policies, procedures, etc.
  14. Evaluates program and department compliance with the terms of federal, state, and/or grant funding guidelines or other applicable regulations.
  15. Regularly attends and participates in staff meetings, internal and external educational programs, interdepartmental planning sessions, and professional meetings.
  16. Identifies staff training needs by evaluating applicable program data and information from other sources.
  17. Effectively develops and evaluates appropriate training curricula and materials individually or in conjunction with other staff and agencies.
  18. Effectively presents in a clear and concise manner training sessions that meet identified needs.
  19. Collaborates with school board attorneys as needed.
  20. Assists attorneys with witness interviews as needed.
  21. Directs processes for mandated timeline compliance, reporting, and records management, including data entry and submission for ALSDE database programs, SETS, and any other required program information.
  22. Facilitates effective professional development to improve procedural and instructional practices, as needed.
  23. Directs the preparation and management of exceptional education and related budgets; implements and evaluates the use of federal funds.
  24. Maintains confidentiality regarding school/workplace matters in accordance with state and federal law.
  25. Demonstrates initiative in identifying opportunities for improvement in areas of responsibility.
  26. Responds to inquiries and requests in a timely and positive manner.
  27. Properly cares for equipment and material resources of the school system.
  28. Uses effective collaboration skills to work as an effective team member.
  29. Serves on school system committees, tasks forces, and representatives groups as required.
  30. Adheres to school system rules, administrative procedures, local Board policies, and state, federal, and local laws.
  31. Reports absences and takes leave in accordance with Board policies and procedures.
  32. Performs any other job-related duties as assigned by Supervisor(s).
Physical Demands: While performing the duties of this job, the employee is regularly required to sit, stand, walk and use hands to finger, to handle, or feel objects, equipment, or controls. The employee frequently is required to talk and hear. The employee is occasionally required to reach with hands and arms, climb stairs, bend, stoop, squat, and crouch and kneel. The employee must occasionally lift, push, pull carry and/or move up to 50 pounds. Specific vision abilities required by this job include near vision, distance vision, peripheral vision, depth perception and the ability to adjust focus. Salary: Salary to be established by The Limestone County School's District Salary Schedule.
