JOB SUMMARY:

The Regional Training Coordinator will be responsible for all day-to-day and long-term training needs within the seven regional counties of the Authority. This position will be directly responsible for training new bus operators (either orientation or CDL training as needed) in each county. This position will also be required to provide 19A testing, coordinate and execute bi-annual in-service training within the regional counties.

REPORTS TO: Director of Regional Operations

COMPENSATION: $24.00-$26.00 per hour (depending on experience)

ESSENTIAL FUNCTIONS:

Day-to-Day Functions

• Provides training for Commercial Driver’s License and required endorsements to regional bus operator trainees, in accordance with the FMCSA Entry Level Driver Training program.
• Will be required to travel to each regional office within RGRTA (counties include Genesee, Livingston, Ontario, Orleans, Seneca, Wayne, and Wyoming).
• Provides training for all regional bus operators on best practices for bus operators, customer service skills, safe driving techniques, and any specialized requirements for specific types of bus service.
• Schedules and attends road tests for new trainees.
• Provides RGRTA-required orientation training to new regional employees.
• Responsible for Article 19A testing, where necessary, within the regional counties.
• Attends weekly Accident Review committee meetings as necessary; provide post-accident retraining to bus operators.
• Coordinates and delivers bi-annual In-Service trainings to all properties within Regional Operations.

Ongoing/Long Term Functions

• Develops county-specific training plans for each regional operation, focusing on special services provided (contract or otherwise) within each county.
• Assists regional managers with recruiting efforts to achieve optimum staffing levels.
• Coordinates logistics and content for bi-annual in-service training sessions across regional counties, in collaboration with regional managers.
• Ensures that all mandatory compliance training, such as NYS Ethics training, sexual harassment, etc., is completed annually.
• Provides input to the annual APR process for bus operators based on field observations and other interactions.
• Regularly reviews policies and procedures for bus operators and other employees to ensure relevance and update them as needed.
• Provide input on capital projects, such as needs for new facilities, or needs and modifications to upcoming vehicle purchases.
• Works in conjunction with the Director of Regional Operations and Manager of Workforce Development to help implement and develop corporate training programs.
• Provide retraining and “train the trainer” support to onsite trainers as needed.
• May be required to input all training information, courses, classes, and class attendance as well as runs reports as requested in the Human Capital Management System.
• Responsible for maintenance and retrieval of records.
• Assists in implementation of System Safety Plans.
• Post-Accident training for Regional Operators.
• Assists with in-service for Maintenance, Access, and Regional offices and other departments as requested.

ADDITIONAL RESPONSIBILITIES:

• May work on special assignments or projects.
• May be required to support training at RTS Monroe.
• Other duties as assigned.

QUALIFICATIONS:

• High School Diploma or GED required.
• Must possess a CDL Class “C” (or higher) with a passenger endorsement and no air brake restriction.
• At least two (2) years’ experience training or supervising bus operators or other frontline employees; CDL training preferred.
• 19A Certified Examiner certification a plus.
• An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

OTHER REQUIREMENTS:

• Obtain 19A Certified Examiner certification within two years.

Continuing education expectations; will be scheduled to attend and required to pass:

• “SMITH SYSTEM” Instructors Course
• American Heart Association certified in AED, CPR, and First Aid.

• Ability to perform a wide variety of duties requiring considerable judgment to work independently devising new methods, adapting or changing standard procedures to meet new conditions, and making decisions guided by precedent and within the limits of established policies.
• Ability to work from defined objectives and broad and varying policies, procedures, rules or precedents. Plans and arranges own work while the Director of Regional Operations provides general guidance. Details of accomplishing the objective are left to the position. Unusual situations are referred to supervision.
• Computer skills, including basic knowledge of Computer Aided Dispatch/Auto Vehicle Location (CAD/AVL), and intermediate knowledge of MS Windows, Outlook, Word, Excel, PowerPoint, and Teams.

The employee is occasionally required to climb or balance. The employee must be able to lift, carry, push, and/or pull up to 40 pounds.

The noise level in the work environment is usually moderate. At times, the position may require include work near moving mechanical parts, in outdoor weather conditions, and in extreme heat, humidity, or cold.

The employee may occasionally be required to travel commercially.
